neighbor dumped cat

I’m pretty sure my new neighbor just dumped her (their) cat in the street. I have lived here over a year and have never seen a stray. I stepped out my house to get the mail and I see her bringing in a carrier that looked empty and a litter box and then for the first time ever I see a cat walking in the street. So I follow it and this groomed looking cat has a cooked, fairly picked on chicken carcass.. what are the odds. If my suspicions are correct that is the shittiest thing ever being that the temperature is going to drop even more this coming week. I would have picked up the cat but he didn’t seem to want to come near me so I headed back home. Dark grey, medium length fur with white paws in the Larry Holmes drive parking lot area
