ANDOVER, MA — Andover is asking residents to pitch capital improvement projects for the current fiscal year. Up to $20,000 is available for individual projects costing up to $10,000, the town said. "Have you always wanted a bench in a certain part of town?" the town asked. "Is there a traffic island you would like to spruce up?"
