WEST HAVEN — A West Haven resident is $200,000 richer after purchasing a winning lottery ticket in town earlier this week, according to the Connecticut Lottery. On October 29, Luis Carrasquillo, of West Haven purchased a Powerball ticket from Tobacco Plus in West Haven and won $200,000.
