NEW HAVEN— A New Haven resident is $38,020 richer after purchasing a winning lottery ticket in town earlier this week, according to the Connecticut Lottery. On October 27, Ivonne Vargas of New Haven, CT purchased a Play4 ticket from the Shell Food Mart in New Haven and won $38,020.
