There is a local contractor goin around giving quotes for work and asking for deposits and not doing the work. He ran me around for a few months till he finally changed his number. I called city hall and they confirmed no permit has been applied for. I found a post on facebook soon after he went dark warning people of him because he did it to them at the @same time. He gave me soooooo many excuses from his workers not available, tools stolen, phone stolen, workers truck broke down, wrong material delivered and finished it with my neighbor told him he needs a permit. A week later he said he had permit and will start on monday, a week after applying for the permit. That monday his phone number was changed and city hall confirmed no permit was issued or applied for. Please avoid Joe leblanc at all costs. Google gis name. He was arrested in 2015 for theft for doing the same thing.
