Does anybody else think it's strange when Joe Biden starts whispering during his speech. He has done it several times so there must be a point that he is trying to make. I find it very creepy and unusual. Does he think he is the Horse Whisperer? I wonder what the rest of the world is thinking when he starts whispering. Joe do you have dementia?
