I don't know the whole story but a few years ago someone was putting actual underwear on the tree as it looks like someone's bottom. They would be changed out once in awhile, men's and women's. Sometime swim suits, even the tops to bikini's. ODOT started taking them down. Then someone did the spray paint. I have no idea why pink or any of your other questions. Too bad ODOT started taking them down. It was kind of funny and (to me) not offensive at all.
