Reading the Oct 27 Oregonian the article proves that measure 110 is a total failure. The hope that addicts would enter rehab is not happening. So now these addicts instead of being arrested and jailed are allowed to run free and commit crimes to fund their addictions. Having them in jail with any sort of help is better than leaving them on the streets to commit more and more crimes and eventually od while us working taxpayers pay and pay.
