JOLIET, IL — D Construction based in Coal City is the city of Joliet's recommendation for a nearly $30 million project to reconstruct Houbolt Road/Hollywood Road from Route 6 to Interstate 80. The Joliet City Council will vote on awarding the major road contract to D Construction at Tuesday's meeting. City documents indicate D Construction emerged as the lowest bidder of the five companies competing for the project. D Construction's low bid was $29,985,469. The remaining four bids were as follows: $30,388,533, Plote Construction, Inc. $30,699,532, RW Dunteman $30,777,626, K5 Construction Corp.$33,013,935, Lorig Construction According to city memos, Joliet's engineer's estimate for the entire project was $32,110,533. The road project that D Construction emerged as the lowest bidder, calls for: Making Houbolt/Hollywood Road a five-lane concrete pavement, with two lanes in each direction and a turn lane in both directions.Modifying the I-80 Houbolt Road interchange into a diverging diamond interchange.New traffic signals at Hollywood Road and Mound Road.Capacity and traffic signal upgrades at Route 6 and Hollywood Road.Water main, structure and bike path improvements. City documents show Joliet has an agreement with the Illinois Department of Transportation to improve Houbolt/Hollywood Road from Route 6 to I-80 over the next few years. The project involves a public private partnership with CenterPoint Properties to extend Houbolt Road south of US Route 6, including a new bridge over the Des Plaines River, and aligning the new road with Vetter Road south of Schweitzer Road. The low bid by 'D' Construction, Inc., in the amount of $29,985,469.05, is 6.6 percent below the engineer's estimate, city reports show. Meanwhile, work began in March for a new 1.5 mile-long four-lane Houbolt Road extension and toll bridge over the Des Plaines River. That bridge is expected to finished in the spring 2023.
