Andover Town Manager Gets 2% Raise From Select Board

ANDOVER, MA — Andover Town Manager Andrew Flanagan received a 2 percent raise for the current fiscal year Monday, when the Select Board voted to set his compensation. The 2 percent raise brings his salary to $218,280, as first reported by the Andover Townsman. The board had previously voted on the raise in executive session, but Board Member Dick Howe proposed increasing the raise to 3 percent at the regular session, Monday. Like this article? Howe noted that the board gave Flanagan a 4.12 out of 5 rating on his performance review and that some of the towns' peer communities granted bigger wages to their town managers. "We clearly believe the town manager's performance has exceeded expectations," he said. Other board members agreed with Howe that Flanagan performed well but did not want to increase his raise. The 2 percent raise was in line with other town employees, they noted. The 2 percent raise was approved unanimously. Flanagan has been at the center of a public controversy over the last six months, dating back to the firing of popular Youth Services Director Bill Fahey. Fahey and supporters have accused Flanagan of targeting Fahey and the Youth Center, but the Select Board has supported the town manager.
