CONCORD, NH — A career criminal from New Hampshire, accused of being involved in a police chase in Portsmouth in June, that led to a security breach at the Pease Airport and Air National Guard Base, is in custody in California. David Carlton Hall, 38, was wanted on a federal arrest warrant for supervised release violation after being convicted on robbery and drug dealing charges. Portsmouth police in June issued an alert for assistance in finding him after Hall was accused of speeding from a traffic stop on Gosling Road. He then entered Pease and was involved in a security breach, police said. Hall was accused of abandoning a vehicle full of drugs after the chase, according to police. A month later, Hall was featured as a fugitive of the week. During the course of the past few months, marshals along with Portsmouth police and the Drug Enforcement Agency developed leads that led them to San Diego, CA, according to Jeffrey White, a deputy marshal. "This information was forwarded to the US Marshals Fugitive Task Force in San Diego. On Oct. 6, the task force was canvassing the hostels, when Hall was observed on a street corner near one of the hostels. Hall was approached, his identity confirmed, and was arrested without incident." Hall was held and processed in U.S. District Court and is scheduled to be returned to New Hampshire. "Once again, the collaborative efforts of many law enforcement agencies from across the country worked together seamlessly to locate and arrest a fugitive," U.S. Marshal Nick Willard said. "Mr. Hall thought that by fleeing across the country, he could avoid these charges. I am glad we could prove him wrong." According to superior court documents, Hall's serious criminal activity dates back close to 15 years. He pleaded guilty to felony drug possession in August 2006 after an incident in Portsmouth and in February 2007 after an incident in Manchester. He pleaded guilty to drug possession out of Allenstown in February and July 2008. Hall pleaded guilty to a burglary out of Effingham in November 2009. In 2012, he pleaded guilty to burglary and drug charges out of Concord and burglary, false report to law enforcement, and violation of probation or parole out of Nottingham in March 2013. He also pleaded guilty to delivery weapon, contraband charge, out of Brentwood, in July 2015. Hall also pleaded guilty to operating after being certified as a habitual offender in March 2013 out of Franklin and October 2018 out of Portsmouth. Other charges in between all of those convictions were nolle prossed, according to court records.
