Please help re-home this dog

So this little guy found his way outside my apartment on October 15th. I spent the next 2 days walking around the complex trying to find an owner as he had no collar. I called BARC on the 17th& they said they would come out. They never showed up. So I called SPCA, they came out the next evening & they said they couldn't take him because he is not injured & that he shows signs of aggression, plus it was a high chance that he would be ethuniazed. They also told me to contact BARC which I did again the next morning & still nothing. I took him to get scanned for a microchip as he had no collar when I first found him. He is NOT microchipped!! Now BARC says they won't be here until October 31st. How can you expect a dog to go that long without food or water? Sad story. Someone help. Found off Westheimer & Hayes Rd. 77082 area.
