Jim has a long family history in Florida’s political process. His grandfather J. R. Spratt, served in the Florida House of Representatives in the 1960s and his father J.R. Spratt, Jr. served in the Florida House of Representatives (1996-2004). Personally, Jim has been representing clients before Florida’s Legislative and Executive Branches for nearly two decades. Jim graduated from the University of Florida, College of Agriculture and Life Sciences, and started his professional career with the Florida Department of Agriculture and Consumer Services, Office of Agricultural Water Policy, shortly after graduation. Jim left the department in 2004 to fill a newly created position with the Florida Nursery, Growers and Landscape Association (FNGLA). Initially, Jim’s focus was assisting association members understand and navigate the regulatory mine fields of water management and state agency permitting and overall environmental policy and laws in Florida. Jim role quickly expanded with FNGLA to assume the lead role in government affairs and advocacy on behalf of Florida’s nursery and landscape industry. This role allowed for an expansion of issue areas to include general business issues which had the potential to impact association members. In 2012 Jim founded Magnolia Strategies, LLC. The firm, based in Tallahassee, specializes in the development and implementation of strategies to help clients navigate the legislative and regulatory challenges of state government. Magnolia Strategies, LLC represents a variety of businesses and trade associations including: FNGLA, the Florida Forestry Association, the Florida Aquaculture Association and Associated Industries of Florida (AIF) on issues ranging from agriculture and environmental policies to transportation and tax policy and budget issues. In addition, through a separate business venture, Jim is part owner of CAS Governmental Services. In this role Jim coordinates legislative advocacy for our local government and municipal clients with a specific focus on appropriation requests and grant funding to assist in capital improvement projects.
