Are apartments legally allowed to shut off water and charge you more on your rent to pay for the plumbing bill? This will be the 4th time our apartments up our water bill on months they have plumbing come out for a full day of plumbing service. Yet my aps bill has gone down to prove how much I use my appliances. I shower once a day and I drink bottle water. Amazing this is happening. Need help or information how I can look into this please? Thank you :)
