Don't Citizens have the RIGHT to work?

I have been looking for employment for a few months. Not working out too well. I am concerned that government over-regulation is pushing employers into hiring through temporary agencies rather than outright. When employers are required to provide health care along with un-employment benefits, maternity leave, injury protection etc. etc. does it all work? Temp agencies and unions offer workers without having to deal with red tape. Less trouble for employers, but are they getting good employees, or shiftless, problematic, substance abusers? At what point does all the red tape RESTRICT the right of employment of the workers? Sure, the state has the right to regulate commerce. But Have they stepped over the line? Why should people seeking employment have to settle for minimum wages, and give up a percentage to an "agency" that is doing all they can to cut self-seekers out of the job market?
