Cat wants to be outdoors

I got a kitten from a farm and brought her to my apartment but she wants to be an outdoor/indoor cat. She always runs out of the house and comes back. My apartment complex is going to call animal control if she keeps wandering around. Really good with kids and super affectionate, just wants to have freedom to roam outside. She is 6 months old and fixed.
