Here are the top stories in Sacramento today: The Sacramento City Council said they are bringing back paid parking meters because free parking is causing a limited turnover for parking spaces. The city council cited a study saying that 46% of those who parked in those spaces went over the two-hour time limit. (ABC 10) Southern Land Company and the Sacramento Kings said Tuesday that the developer plans to build Sacramento's first high-rise for rental apartments in the city at a downtown site purchased from the Kings. The mixed-use project will be built at Capitol Mall and Third Street and feature 28 floors with 225 luxury apartments and an 80,000-square-foot mass timber office building. (KCRA3) Two people were found hurt after a shooting near the Sacramento River early Tuesday morning. Officers responded to the scene along the 4800 block of Riverside Boulevard and found two victims. Both victims had non-life-threatening injuries, police say, with one of them having to be taken to the hospital. The shooting is still under investigation. (CBS Sacramento) Authorities are searching for a suspect who shot a 7-Eleven clerk in Citrus Heights Monday night. The shooting happened at around 8:15 p.m. at the 7-Eleven at Auburn Boulevard and Greenback Lane. The clerk's gunshot wound was described as non-life-threatening. The circumstances of the shooting remain under investigation. (CBS Sacramento) After almost two months, injured U.S. Marine Sgt. Tyler Vargas-Andrews made his first public statement about his recovery at Walter Reed National Military Medical Center. Vargas-Andrews, of Folsom, was injured in the August 26th attack in Kabul, Afghanistan. He said, in part, "Let me start by saying that these past almost 2 months have indeed been hard. I have been trying to figure out what I want to say and how to say it. The outpouring of support from friends, family, organizations, and even just complete strangers has been unreal.
