Food shortages and global warming

Now the "experts" are claiming there will be food shortages in the future due to global warming. With what's going on in Haiti and other places in the world how come no one is looking into a worldwide control on the population. In many 3rd world nations so many cannot feed their children and the children are starving to death, so why do they continue to have babies if they have no way to provide for the child without government support? This world has a serious situation on it's hands and no one is taking responsibility for the problems. This earth will not be able to maintain 10 Billion people on it for much longer, mark my words.
