Roofing : I need low cost roof help on terrace 400sf

I have water currently ponding on the gutter edge of an approximately 400sf third floor roof terrace at our church. It appears that the roof is not sloping towards the gutter. I assume the insulation needs to be replaced and sloped towards the gutter and a new roofing membrane is needed. I am looking for a cost effective but durable solution. I'd like to take care of this as soon as possible.
