Here are the top stories today in Norfolk: After a large turnout last year, Winterfest on the Wisconsin is returning to Norfolk next month and will feature 300,000 additional lights. Centura Norfolk students are designing and building a seven-foot wind turbine model that's based on the design of the Coastal Virginia Offshore Wind Project and will be decked out in lights. WinterFest opens on Nov. 11 and will run through Jan. 2, 2022. (13newsnow.com WVEC) A Chesapeake woman, Nicole L. Foster, will serve a one-year active term in jail for shooting and injuring a woman on Bell Street in Norfolk in June 2019. The woman's injuries were not considered life-threatening. Foster will also have five years of unsupervised probation upon her release. (WAVY.com)More than 6,200 customers briefly lost power in Norfolk yesterday. The outage lasted less than 30 minutes.
