Here are the top stories today in Sacramento: A Sacramento homeowner shot and killed a man who may have been trying to burglarize their home Sunday evening, according to authorities. Police were called to the 5500 block of 27th Avenue around 9 p.m. with reports of a shooting. When they got there, they found the victim in the street. He was later pronounced dead at an area hospital. Police are asking anyone with information on the shooting to call the department at 916-808-5471 or Sacramento Valley Crime Stoppers at 916-443-HELP (4357). (KCRA3) The Sacramento City Council is expected to vote on the 2021 "speed lump project" during Tuesday's city council meeting. The project would bring more than 50 speed lumps to the city. Speed lumps are modified speed bumps that allow emergency vehicles and buses to pass through but require most other drivers to slow down. The program would cost about $200K, including signage and striping, and it would be paid for with funding from the city's vision zero safety program. (CBS Sacramento) One local man is helping make Afghan families feel welcome by donating slightly used strollers and blankets to the cause. Jon Ursino is on a mission to make sure Afghanistan families coming to Sacramento have the extra help they need. He and his wife started this work in 2015, but the need has been greater than ever as of late. They have been scouring social media and thrift stores for lightly used strollers and blankets, and then delivering them to the resettlement agency Lao Family Community Development. It's been pretty hectic, but as long as the need is there, these two will continue to find, refurbish and deliver strollers for the cause. (Good Day Sacramento) Power has been fully restored after a Sacramento Municipal Utilities District (SMUD) outage impacted about 23,000 customers near Rancho Cordova Sunday evening. It's not clear what caused the outage, but power went out around 5:45 and had been fully restored by about 90 minutes later. (CBS Sacramento) During a brief study session on Thursday, Citrus Heights council members opted to direct staff toward pursuing plans for a new gateway arch over Auburn Boulevard after responses from a city survey showed overwhelming support for a version of the archway styled after an arch at Rusch Park. The survey results found 77.8% of respondents strongly supported the Rusch Park-style arch, with only 3% strongly opposed. The arch features a cheery "Welcome To Citrus Heights" message. The archway is planned to be located on Auburn Boulevard, near Whyte Avenue, roughly situated near California Burger.
