Welder needed! Welding a plate on a 2002 Toyota 4Runner frame.

I have an 02 Toyota 4Runner, part of my frame is looking a bit cheesy and I need to weld a plate on it. Looking to clean up the frame which looks good except for this spot, weld the plate, undercoat with POR15. Let me know if you can help, its a clean truck.
