Found stray - Grey with ring on tail

This cat has a very distinctive ring around her tail and beautiful stripes on her sides. We believe this is a girl but I don't know for sure because we can't get close. Other than today, she has always run. This girl is quite obviously used to living indoors. She's being bullied by our cat colony and she needs to find her people. We're hoping she is lost and not abandoned. If we could catch her I'd see if she's chipped but she's is wary of people. I'd bet money this girl has a chip. We are moving put of state and worry that she won't know how to feed herself. Please help this girl get home.
