ROCKVILLE, MD — The driver in a hit and run near Pike & Rose on Oct. 7 turned herself in on Tuesday, Montgomery County Police said. Natalie Nicole Quiroz, 21 of Brunswick, has been charged with first-degree assault, reckless driving, failure to use due care to avoid pedestrian collision, failure to stop at a scene involving bodily injury, failure to remain on scene, and other traffic charges. Police say they responded to calls about a pedestrian hit and run at a parking lot in the 900 block of Rose Avenue in Rockville around 2 a.m. on Tuesday. Witnesses there told police that a woman in a black Nissan drove her car out of the parking lot at a high speed, hitting several people including one woman who fell under the car. The woman in the Nissan then drove through the gate of the parking lot, witnesses said. Quiroz was released on bond, according to police.
