On 13Aug21, body camera and car camera footage from the officers listed below, will show that a self-identified "lead officer" of the Ukiah Police Department, Officer Dougherty, stated specifically and clearly that the Ukiah Police have decided that they no longer enforce the leash law. The leash law is but one subsection of a larger code; Subsection A. Subsection B is the animal waste disposal code. The law is simple. Keep the animals on a leash no longer than 6;, under positive control at all times. Subsection B states that you must clean up after your pet and dispose of the waste properly. If the UPD is no longer enforcing Subsection A of the animal code, they also are not enforcing Subsection B of the exact same code. I have had one dog ruined by a hostile attack at Todd Grove Park. It attempted another attack on a subsequent visit. The UPD were informed and did nothing. Both times, I told the UPD that the offending animal was hostile and a predator, and that it would bite someone if not dealt with. The dog bite incident happened on Spring Street, earlier this year, as predicted. My dog was ruined by the encounter and doesn't like other animals anymore. The City of Ukiah has decided to bury its head in the ground, deny this issue, and ignore it all. After all, they have a speeding initiative. So... if you love your animals, and if you like the security of being able to walk your animals without having to run a gauntlet of unleashed, unattended animals owned by people who are too to own animals, embrace the City's decision to not enforce the law, as I have. As they break the social contract and decide to not enforce Subsection A, you are no longer bound by the same contract with respect to Subsection B. So, at every opportunity, make your feelings heard... or smelled. Walk your dogs at City Hall and leave the City the fruits of their labor. We are having a SH*T-IN protest at City Hall daily.
