No Local Customer Service

Recently attempted to reach customer service for T Mobil without success Calls are routed to an out of the country call center, while they seem to speak English they appear to be responding from a script the've been educated to respond. Absolutely a waste of time. Does anyone know of a cell company located in Louisville with reasonable rates that has local access to a customer service department? None of the cell companies I've found do. Any help would be appreciated.
