General Function Under general direction of the Senior Manager of Project Management, this position oversees CIHA’s large scale and/or multiple complex development projects and third- party project management projects and represents CIHA during design, construction, reconstruction and/or renovation of such projects. Major Activities (Typical Duties/Responsibilities) Manages the day-to-day operational and tactical aspects of multiple complex or large scale projects for CIHA and third-party clients. Reviews high level deliverables across projects. Manages scope and mitigates risk across projects. Prepares scope of work and performance specifications for the procurement of architectural and/or engineering services. Develops bid specifications for construction and modernization projects in coordination with other appropriate staff members. Conducts pre-proposal and design meetings with A/E firms to explain specific requirements of the services requested, schedules, and design to budgets. Reviews drawings, technical specifications, estimates, and/or assessment and environmental reports. Conducts pre-bid and preconstruction conferences with contractors to outline specific project requirements. Reviews bids for compliance with bid specifications and recommends acceptance or rejection of bids and/or alternates to department manager. Serves as CIHA's representative in the on-site inspection of work for contractor compliance with the contract documents during the construction and/or renovation of structures and facilities. Performs construction contract monitoring functions which include enforcing required schedules, guidelines, budgets, reporting requirements and inspection intervals. Prepares technical, special and routine status reports of departmental activity, as required. Monitors Fair Labor Standards compliance which may include on-site interviews of contractor and/or subcontractor employees, reviewing certified payrolls, resolving discrepancies in certified payrolls, and other compliance work, as required. Reviews and recommends payment of contractor pay requests in compliance with contract documents, regulations, and statutes. Investigates unusual and/or changed conditions of project sites and reviews field data which support design changes. Reviews and/or prepares contract change orders. Supervises force account work on construction and modernization projects. Assists in the formulation of modernization and development plans/applications by providing to the Senior Manager of Project Management action plans, time tables, staffing and cost estimates for the work. Performs other related duties as assigned. Skills/Abilities Knowledge of practices, procedures, materials and equipment typical of construction, maintenance and operations. Demonstrated knowledge of construction, engineering, and architecture principles. High degree of familiarity with terms and conditions with contract and subcontract documents, particularly AIA contract documents. Ability to budget schedule, negotiate, and control cost. Demonstrated ability to plan and manage large scale construction and modernization projects. Demonstrated ability to read and understand construction drawings. Ability to draft and manage the solicitation process bid (i.e., ITBs, RFPs & RFQs). Knowledge of appropriate regulations, rules and codes related to construction/modernization, especially those involving governmental agencies. Familiar with the MOA permitting process. Ability to use computers and software appropriate to construction/modernization planning and construction. Ability to communicate effectively both verbally and in writing, including preparation of reports and analyzes. Ability to maintain effective working relations with staff, contractors, and representatives from other local, state, and federal organizations. Strong leadership and management skills. Valid Alaska driver’s license. Education and Experience Bachelor’s degree from an accredited college with major course work in construction project management, architecture, engineering, business administration, construction technology or closely related field; experience in building/construction project management may be substituted for college on a two for one-year basis.
