plant suggestion for window planter box-

Hello. I live in the inner Richmond and wanted to plant something for my kitchen's window planter box. The planter box is 3'-0" long x 8" wide x8" deep. Please see photo of the white shelf for the planter box. It faces west (late afternoon sun, fog and wind). I planted French lavender with indoor/outdoor potting soil in the drained planter box but they did not do well, so I removed them. That was suggested by the nursery on 3rd and Clement. Can somebody suggest a plant that will grow here? I do not care about its scent/ flowers or appearance, just something that will grow about 10-12" tall and is hardy. Thank you.
