Fix my refridgerator

Hey, I bought this Kenmore fridge 8 or 10 years ago and never used it. I left it plugged in and running for a year or so but then unplugged it. Now I plugged it in again and it does not seem to run. It has been all it's life in a heated dry storage. When plugged in it says "change filter" Can you get it running for me? Would $100.00 do it? Let me know. I am in Tumwater east of black lake.
