2 Pups need foster/adopter/rescuer!

2 8 week old female shepherd mix pups need a special home or foster parents! I found these pups sitting on a pile of garbage on the West mesa, dehydrated and starving. I have had them only a few days and they have put on weight and are becoming friendly. I don't believe they had much, if any, human contact prior to me finding them. They are shy and need to go somewhere where they aren't going to be chased around by children. They are coming out of their shells, can be picked up, will eat treats from your hand, but need someone with time and patience to continue to socialize them. I have contacted several rescues but no one has called back. I would hate to take these pups to animal welfare as that environment would be traumatic for them and they would probably become more fearful. I am asking a 40$ rehoming fee each only because I don't want these pups to be flipped for a profit. They get along with my dog, and are respectful of cats. Please call or text if you can help!
