Stray Dog in Happy Valley

This dog has been a stray in Happy Valley for about 3 weeks. No one can catch the dog as it is extremely skittish. Mixed Breed, Red Collar with tags. I think it's a female, but not 100% sure. Animal control has been called multiple times. I'm confident the owners would be able to call it in. If this dog is yours, please contact me! It's getting cold, and the pup has been narrowly missed by speeding cars on the highway and throughout Happy Valley. Please help us get this dog to safety!
