SAFETY SENSITIVE: Yes FINGERPRINTING REQUIRED: No Under the general direction of the Utility Director, coordinates field operations associated with the maintenance/repair of district potable water, irrigation, and sewer systems in accordance with local, state, and federal mandated regulations for protection of public safety and health. Coordinates special projects such as the installation of manhole liners, TV and grouting of sewers mains, and new potable, irrigation, sewer installation CIP projects. Must be able to do emergency and routine repair work on all district potable water mains, irrigation mains, sewer force mains and sanitary sewer systems. Responsibilities and Reporting During an Emergency Situation: If assigned, employees in this classification will be required to report and carry out duties as directed for the duration of an emergency. Must be available for overtime. Experience operating a mini excavator. Experience with 811 and underground utility locates. Gateway Service District offers four weeks a year PTO with ability to bank four weeks of PTO, ten paid federal holidays. Single person health, dental and vision insurance paid for 100% by the district. SPECIFIC DUTIES AND RESPONSIBILITIES The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by incumbents of this job. Incumbents may be requested to perform job-related tasks other than those specifically presented in this description. • Coordinates with field supervisor for crew assignments for general maintenance, emergency repairs, safety, and meetings, as required to ensure the Collection and Distribution Division complies with all local, state, and federal guidelines. • Performs a variety of daily maintenance duties such as examination of contractor work for piping of potable water, irrigation, sewer force mains. Conducts on-site meetings, emails, and phone conversations for coordination with crews and/or contractors on specific projects. • Coordinates communication with district personnel and the public regarding emergency water breaks, utility installations, scheduled preventative maintenance, customer-related issues, and compliance with all local, state and federal requirements. • Reviews, organizes, and implements standard operating procedures for underground utility installations, boil water notifications, preventative maintenance, for all underground utility repairs on the districts potable water, irrigation, and sewer systems. • Assists in establishing divisional goals and objectives, and strategies for evaluating and benchmarking operational effectiveness. • Understands and works within the 811 utilities locate system and works with underground boring contractors. • Provides project management and oversight for specific projects as assigned. Directly supervises and/or provides guidance to staff as assigned within the scope of a specific project. Prepares and/or assists in preparing technical specifications/plans and drawings, cost estimates, and/or time schedules for a variety of Utilities Collection and Distribution Division projects. • Requisitions materials and conducts annual inventory to ensure that appropriate physical resources are available. • Assists in evaluating assigned personnel for efficiency and effectiveness; initiates personnel actions of hiring, promotion, discipline, termination, training and development; resolves personnel-related issues; provides technical support, motivation and guidance in their work activities. • Assists with providing appropriate safety and operational training for personnel under charge, to include monthly safety training meetings for OSHA compliance, and supplies appropriate personal protective equipment. • Meets with county, state, and federal regulatory representatives to discuss/address compliance issues. Primary agencies include Lee County Health Department (LCHD), Florida Department of Environmental Protection (FDEP), federal Environmental Protection Agency (EPA), South Florida Water Management District (SFWMD), American Water Works Association (AWWA) and National Fire Protection Association (NFPA). Accompanies representatives on inspections. • Prepares county, state, and federal reports as per established regulatory requirements. • Consults various manuals, online resources, and references to assure compliance with applicable regulatory standards, and to gain information for collection and distribution division expansion planning, i.e., state and federal regulatory reports, construction drawings, electrical diagrams, instrumentation drawings, MIS data, engineering manuals, specifications manuals. • Maintains current knowledge of trends and developments in collection/distribution technology, operating methods, process control techniques, advanced equipment and instrumentation; and municipal, county, state, and federal regulatory practices as related to utilities collection and distribution standards. • Responds to and resolves issues and inquiries from the public and participates in public meetings as required. • May be required to operate a motor vehicle in performance of assigned tasks. • Performs other related duties and assignments as required. MINIMUM QUALIFICATIONS Education and Experience • High School diploma/GED and four (4) additional years of related experience. • Five (5) years of verifiable construction/maintenance of sewer, water, reuse collection and distributions systems. Licenses or Certifications • Must possess a valid state driver's license • FDEP Class 3 Water Distribution System Operator License, or ability to obtain within one (1) year. OTHER JOB REQUIREMENTS • None. PREFERRED QUALIFICATIONS • FDEP Class 3/2 Water Distribution System Operator License. • Backflow Prevention Assembly Testing & Repair certification or Cross Connection Inspection Certification. • FDOT Temporary Traffic Control (TTC) [MOT (Maintenance of Traffic)] certification. ADDITIONAL MINIMUM QUALIFICATIONS REQUIRED: KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of: • Collection and distribution methods and procedures, and sanitary characteristics of water/wastewater and chemicals used in the construction, maintenance, and repairs collection and distribution infrastructure/processes. • Equipment and tools, safety precautions and occupational hazards associated with collection/distribution chemicals and operations. • Backflow prevention and cross-connection controls and processes. • All relevant federal, state and local regulatory statutes, codes, ordinances, and safety regulations or the means to access such. • Principles and practices of effective management, organizational structures, administration, and leadership. • Employment regulations, personnel administration, labor contract administration, and fiscal responsibility to include strategic planning, delegating, problem-solving, listening, and analyzing information. • Report and record maintenance principles and practices. • Research methods and techniques, and methods of presentation. Skill in: • Advanced backhoe, excavator experience. • Planning, organization, prioritization, and time management. • Use of Supervisory Control and Data Acquisition (SCADA) system. • Use of modern office equipment, computers, electronic devices, and various programs and applications, to include Microsoft Word, Excel and Outlook. • Ability to work in a team environment and train junior operators. Ability to: • Assess meter, water and sewer line problems and identify corrective measures for repairs quickly. • Assess and evaluate the coordination of project materials, equipment, labor needs, and time requirements. Inspect projects while in progress and upon completion. • Assemble, organize and present, in written and oral form, statistical, financial or factual information derived from a variety of sources. • Relate and respond to people beyond giving and receiving instructions, to include applying consistent courtesy and tact in considerable public contact and/or confrontational situations. • Establish and maintain effective working relationships with supervisor, support staff, staff from other departments and other local, state and federal government agencies. • Adapt to performing under frequent deadlines, re-prioritization of tasks and assignments, and in response to emergencies. • Convey a sense of authority and influence. • Exercise high level of discretion due to the sensitive and confidential nature of information processed. • Analyze situations quickly and objectively. • Analyze and interpret documentation, various records, or problems and draw valid conclusions in task processing and prioritization. • Coordinate accurate completion of multiple tasks within established time frames, i.e., moderate to long range planning principles and techniques. • Read and interpret various technical materials, maps, survey plats and engineering design plans, ranging from moderate to complex terminology, associated with job functions. • Exercise sound judgment and make decisions in accordance with established laws, regulations, ordinances, departmental policies and procedures. • Communicate efficiently and effectively in Standard English using language that is appropriate to both the complexity of the topic and the knowledge and understanding of the audience. • Inspect items for proper length, width and shape, and visually read various types of information.
