Looking for a young puppy

I am looking for a puppy. I prefer toy breeds but open. I want a young puppy that I can train as an emotional support animal. The breed is not important but one exception NO chow or chow mix please. I am not looking to buy a dog since I will have all the cost of vetting and fixing him/her.
