I regret mentioning "the wall". It does tend to rile people up. What I meant was just what you said. Tighten security. It might mean a wall in some places and/or better technology in other places. Whatever works, I am for it.
Remember, if you are in this country illegally, you ARE a criminal. Entering the US (or any other country for that matter) is a crime. The people caught in the middle are the Dreamers. But their "crime" is being born to parents who entered the country illegally. It's sort of a special category that we need to deal with.
I have no problem with legal immigration. Yes, we need the work force. And the program you mentioned I am all for, in spades! It has gone by many names in the past, but it boils down to temporary legal status on a work visa. No problem.
Employers are required to withhold a portion of wages from every employee and report and pay to federal and state agencies that which is withheld. Plus social security plus EMPLOYERS match SS withholdings. Employers report these deductions to IRS and State. Actually filing a tax return is the responsibility of the employee. Employers cannot file tax returns for employees as 1) collecting the necessary personal information from employees to make the filing is illegal and 2) employers are not accountants or tax preparers and do not have the background to supply this service on behalf of an employee.
I agree the immigration and visa system is broken. I think fixing it starts right here with a dialog between people focused on FIXING what is broken putting the "pointing finger" back in the pocket.
