You tell them this vaccine is great. You kill a few hundred or thousand while nothing happens to the rest. Then you convince those who got that vaccine that the only reason they may need more is cause of the people that haven't gotten it. All the while, the only people dying are the ones who did get it and have been poisoned by it. Then we start ramping it up to kill more people all at once.
