Found border collie and shepherd pup on Talent ave

Hi, today around noon I found 2 dogs running down Talent ave, close to Belmont. Very young small german shepherd mix pup and a blackish border collie. They are now at the jackson county shelter. Why the F*** dont people put a tag or at least a phone number on their dogs!
