Help my turtle please

I've reached out to rescues but apparently nobody takes in turtles? My roommate moved out of state and left me with his turtle. Shortly after he left, I noticed the turtle wasn't eating and was very lethargic. And then I noticed a sneezing sound that's actually quite loud. I looked online and he is showing signs of an upper respiratory infection and without treatment, he will perish. I hate to see him go through this because he is actually a really awesome guy. I just do not have the funds for an exotic vet. He is a male, yellow bellied slider. So please anyone that can help, that'd be great. If I have to surrender him for him to be able to have treatment then I will do so. Thank you
