Looking for Computer to with VLC player

Okay another weird request for myself coming in from abqtown. So none of the public libraries or other public facilities can help because they all have the new touchscreen disc driveless computer monitors. Basicallybvideos I am required to look at have been downloaded burned onto a rewritable DVD and they are.MP3\mp4 files that I can only watch them on a VLC player but I don't have a computer. Anybody who would let me come over and watch my discs in their study or in their backyard on a computer I would happily pay them $8 an hour.
