Construction Inspector I or II OPEN TO ALL APPLICANTS Salary: Construction Inspector I $7,337 - $8,904/month Construction Inspector II $8,357-$10,234/month Posted: 10/1/2021 Filing deadline: Friday, 10/29/2021 by 4:30 p.m. for manual submissions; 5:00 p.m. for online submissions POSITION OVERVIEW Marin Water is currently seeking one (1) Construction Inspector I or Construction Inspector II for the Construction Management Group of the Engineering Division. This Construction Inspector will oversee the District’s pavement repair contract and contractors. They will coordinate directly with the Facilities Area Supervisors on District pipeline repair projects that involve asphalt pavement repair work and coordinate with municipalities on pavement restoration requirements as well as final inspection. This will also involve scheduling and inspecting paving repair work to ensure paving repairs are conducted in accordance to the paving requirements for the respective municipalities and measure paving quantities for monthly payment and cost tracking. The ideal candidate should have knowledge and/or experience with asphalt paving construction methods and processes. Having special certifications on asphalt paving testing or inspection are strongly desired by not required for this position. The candidate in this position will also work closely with the Engineering Manager of the Construction Management Group in preparing the professional services agreement every two years for Board award. This position will be staffed at a level commensurate with the qualifications of the selected individual as determined by the District. DISTINGUISHING CHARACTERISTICS Construction Inspector I: This is the first level in the Construction Inspector series. Incumbents are assigned a wide variety of routine duties, under supervision, involving inspection of materials and construction methods and procedures. On a training or emergency basis, incumbents may perform duties normally assigned to a Construction Inspector II. Construction Inspector II: This is the full journey level classification. Incumbents work under direction performing inspection and related duties. EXAMPLES OF DUTIES TYPICAL DUTIES MAY INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING (SEE JOB DESCRIPTIONS FOR MORE DETAILS) For Construction Inspector I: • Inspects construction methods and materials to ensure compliance with plans and specifications; • prepares progress estimates; prepares and maintains complete records and field sketches of projects; • maintains liaison with public agencies and contractors; • makes field measurements, calculations and sketches; • inspects unplanned potable water discharges resulting from water main breaks and other related infrastructure failures; and • inspects the surrounding area and completes the appropriate checklist form to record observations. For Construction Inspector II: In addition to the Construction Inspector I duties and those listed in the Position Overview: • May train and/or supervise personnel; and • prepare records and reports QUALIFICATIONS For Construction Inspector I: Knowledge of: • Construction methods, materials and equipment used in properly installing facilities; • proper spelling, grammar, punctuation, and writing practices. Ability to: • Detect flaws in construction methods and materials; • make accurate mathematical computations; • deal effectively with those contacted in the course of work; • maintain accurate and complete records; • travel to alternative work locations and off-site meetings; and • drive a vehicle. Training and Experience: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: • Completion of the twelfth grade or its equivalent; and, • two years of experience in sub-professional engineering, or water system operation and maintenance. For Construction Inspector II: In addition to the Construction Inspector I qualifications and those listed in the Position Overview: Knowledge of: • Design of plans and specifications used in construction work Ability to: • Oversee the work of others and provide training as appropriate. Training and Experience: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: • Completion of the twelfth grade or its equivalent; and • Two years of experience in the performance of construction inspection duties. LICENSES AND CERTIFICATIONS For Construction Inspector I: • Possession of a valid D1 Distribution Operator certification issued by the California State Water Resources Control Board (SWRCB) is required within eight (8) months of the date of hire and • possession of an appropriate California driver’s license issued by the State Department of Motor Vehicles and satisfactory driving record. For Construction Inspector II: • Possession of a valid D1 Distribution Operator certification issued by the California State Water Resources Control Board (SWRCB). • Possession of an appropriate California driver's license issued by the State Department of Motor Vehicles and satisfactory driving record. OTHER REQUIREMENTS (BOTH POSITIONS) • Per California Government Code, Title 1, Division 4, Chapter 8, Section 3100 “all public employees are hereby declared to be disaster service workers subject to such disaster service activities as may be assigned to them by their superiors or by law.” • Willingness to work long and unusual hours as required. • Work on an "on call" basis for emergency situations. • Willingness to work on holidays.
