Visually impaired cat needs help

For the past 4 months I have noticed a stray/feral cat in my neighborhood. He is very skiddish and very skinny. I have attempted to feed him a few times when I see him which is typically late in the evening a few nights a week. I’m almost certain he is blind or very visually impaired as he really has to use his nose to find the food but when he does, he really scarfs it down. I have no idea where he spends the rest of his time but by the looks of him he’s not being cared for. I am worried about his ability to make it much longer without someone looking after him. I will be moving in less than a month and his well being is weighing heavy on my mind. I would be willing to try and capture him if someone out there has the ability try and care for him. I do not believe he is neutered but I would also be willing to pay for that. I feel like if he were captured and kept in a safe environment for awhile with regular meals he would have a chance at a better life. I know there are trap, neuter and release programs but he seems to need more than that.
