Here are the top stories today in Norfolk: Police have identified the man who was shot to death Friday night in the Highland Park neighborhood near Old Dominion University. The shooting happened in the 1000 block of 39th Street. When police arrived at 8:45 p.m., they found Dominique J. Brooks, 20, suffering from gunshot wounds who was pronounced dead at the scene. Brooks, a former standout quarterback at Indian River High in Chesapeake, played football at Norfolk State before leaving the team in 2020. (The Virginian-Pilot)Norfolk Public Schools will provide free, one-to-one online tutoring through FEV Tutor. Students in grades three through 12 can receive tutoring in core subjects such as math, English, science, and social studies. The virtual service will be accessible anywhere as long as the student has a computer or device, and an internet connection.
