Dog Attack - man w/3 Rottweilers

This morning a man with his 3 off the leash Rottweilers were at the LSB overlook. A woman had her tiny 17 pound dog on a leash. The small dog was attacked by one of the Rottweilers. This dog took the tiny dog in its mouth and began to shake it violently. One of the other dogs raced over to join in. The woman was able to grab her dog out of the Rottweiler's mouth without being bit. Her dog will be headed to the vet for a complete examination. The man gave the woman his name as "Larry" and a cell phone number. His hand was bleeding. The number is a fake. He is white, approximately 60ish. Someone in our community knows this man. I have seen him with his 250 pounds of Rottweilers multiple times on the beach at the Rio Del Mar. Please help me locate this man. Thank you for your kindness.
