This guy is claiming to have this dog as a foster. The dog is currently at the Humane Society of Central Oregon as a STRAY. It is not being fostered nor is it in someone's private home. This dog is not available for adoption yet and is still listed on the HSCO website as a stray. I am not sure what this guy is thinking but this is not the way to get attention.
