Here are the top stories in Concord today: If you're thinking of traveling out of town on Highway 4 this weekend over to San Juaquin County, you better git where you're gittin' Friday night, because Caltrans is closing the highway for the weekend for some repairs. Beginning Friday at 10 p.m, Highway 4 will undergo a 55-hour full closure starting from Discovery Bay Boulevard in Contra Costa County and ending at Tracy Boulevard in San Joaquin County. The highway closure will end at 5 a.m. Monday. (Claycord.com)The bad news was that traffic was snarled in a bad way on Highway 24 on Wednesday afternoon. The good news was that they caught the bad guy! Traffic came to a stand-still in Orinda as CHP and Berkeley police apprehended a suspect who was allegedly involved in an armed carjacking. (News 24/680)On Tuesday, the Oakley City Council in a split 2-2 vote failed to push forward a cooperative agreement with the county that potentially could have created a library at the former Contra Costa County Sheriff Substation on O'Hara Avenue. Arguments for the library included a need for a gathering spot and certain public resources without having to travel to Brentwood, as well as control over the property at the city level to develop it. Arguments against included questions about whether a library was the highest and best use of the funds that would be needed to execute the agreement with the county. A male inside a vehicle fired shots at a female in another vehicle, following a "heated" verbal argument. No injuries were reported.
