BURR RIDGE, IL — The Burr Ridge Village Board this week took the first step toward changing its noise rules, which officials say they hope is more responsive to complaints. Under the new rules, the village is moving away from a technical standard such as decibels to one defined as "excessively audible." The new standard, officials said, would allow staff to make an "interpretive" determination of noise issues at hand. Under the regulations, a resident or business could hold special events twice a year such as a wedding or birthday party that would serve as exemptions from the new standard. Such exemptions would require an application to the village and a mailed notification to all property owners within a certain radius several weeks beforehand. At Monday's Village Board meeting, interim Village Administrator Evan Walter said that in nearly all cases, Burr Ridge residents turn down their music when police ask them to do so. "That's the whole point of nuisance control. The problem is solved," Walter said. "There are times when the problem is not solved. Enforcement may be needed." Mayor Gary Grasso said the police and residents have to use their discretion in dealing with noise. "When your neighbors complain, you may want to invite all your neighbors if you have a party. At least let them know when it's going to stop," the mayor said. "There is a need for a noise ordinance. I can assure you it's not perfect. This is one of those areas where you cannot legislate perfection." Trustee Al Paveza said that years ago, he held his son's wedding in his back yard, an event featuring a DJ. He said he invited his neighbors to the shindig. Nonetheless, he said, two Burr Ridge police officers showed up about 10 p.m. They told him that the music could be heard eight blocks away. The village's Plan Commission drafted the new regulations. The Village Board voted unanimously to direct staff to prepare an ordinance that includes the changes.
