You have to fill out an adoption contract even if you go to a pet store so how is what she doing any different?
Plus pet store rats are typically bred as feeder rats so I mean if you want a rat with unknown genetics that could possibly have a bad temperament or be prone to tumors go get one from them.
It just sounds like she's screening for good homes for her animals just as anyone should do with any living creature and you're throwing a fit because she refused to approve you or something.
