MANCHESTER, CT — A new drive-up automated teller machine has been proposed for a busy shopping plaza in Manchester. The plans were submitted Friday and town officials did not identify what bank requested the ATM. Nevertheless, a Planning and Zoning Commission application was submitted to request a special exception modification for a new drive-up ATM at 1046 Tolland Turnpike.
