Description
Acts as an affordable housing liaison for the City of Annapolis to promote, expand and match housing options for low income residents utilizing federal and state initiatives and funding sources to meet those needs. The position will be the point person for communication between the City of Annapolis and the Housing Authority of the City of Annapolis. ESSENTIAL JOB FUNCTIONS Coordinates with non-profit and for-profit developers; interprets, applies and explains City, State and Federal policies and procedures related to affordable housing and funding sources; analyzes proposed projects to recommend the best use of limited affordable housing resources; Manages grants, such as the Choice Neighborhood Initiative, that help promote and improve affordable housing. Interviews rehabilitation loan and MPDU applicants, provides financial counseling, and assists with applications; Verifies financial information provided by applicants; Prepares and monitors project budgets, cash flow projections, and project schedules including contract compliance throughout the development process as needed. The specialist will perform site inspections of affordable housing projects; Initiates and maintains professional relationships with outside entities and stakeholders; Works with City departments to ensure that development issues are addressed; Assists with the underwriting and closing of affordable and low income housing projects that typically use a mix of LIHTC, private sector debt, tax exempt bonds, government subordinated debt and other sources of financing; Reports to the Community Development Administrator; Negotiates and administers residential development agreements and regulatory agreements with developers seeking City approvals; Develops and maintains a system for monitoring of residential development agreements and regulatory agreements for compliance with local and funding source requirements; Coordinates City efforts to identify affordable housing projects for funding that are aligned with Annapolis priorities and with other local, state and federal housing agencies; Provide technical assistance to developers, non-profit organizations and other public and private entities relative to sources of project funding; Analyze city, county and state legislation for impact on programs and make appropriate recommendations; Prepares staff reports related to assigned projects; Performs other duties as assigned. QUALIFICATIONS Education and Experience Bachelor’s degree from an accredited university in Finance; Business; Economics, Accounting; Construction, Public Administration, Planning or related field and at least four years of experience in underwriting for affordable housing and/or underserved communities or an equivalent combination of acceptable education and experience in low income housing development project management and financing. Preferred Qualifications: Project Management experience with LIHTC is preferred. Knowledge, Skills and Abilities: Knowledge of public and private financing sources; Skill in organization and attention to detail; Ability to perform work with independence; Ability to establish and maintain effective working relationships with employees, civic and community groups, and the public; Ability to exhibit critical thinking and problem solving skills; Ability to use Microsoft Office Suite and Google products; Ability to communicate effectively, orally and in writing; Ability to operate small office equipment, including copy machines or multi-line telephone systems; and Ability to operate computers for data entry or word processing APPLICATION PROCESS Candidates must complete a City of Annapolis application online at https://www.annapolis.gov/237/Jobs- with-the-City.
