HELP!!! Sewer Issues

Help! I have a sewer issue. We had it snaked and that did not fix it. The city came out with their camera and said it is blocked about 3 feet from the road so not their responsibility, they don't care. My home flooded a few months back (from weather) with no insurance and was completely destroyed, had to demo the whole thing. I am trying to get it repaired but have no kitchen etc, trying to fix it on a very tight budget. First I had a leak in the driveway from the water going into the house. Had to dig up the concrete and replace the pipe. Once that was done now this!!!! Does anybody know how to fix this? It keeps backing up, I think there is a broken pipe under the concrete, there were roots in the pipe when we snaked it but the snake would only go so far. I need to get it repaired as inexpensively, quickly, and properly as possible. Have been living here with no air conditioning all summer, it is a nightmare. Please respond with your phone number.
