HVAC Refrigeration Permit Needed

Hi, I bought a mini-split for tiny house I'm building and bought the mechanical permit for it. I had my buddy who has an EPA refrigeration license to come vacuum the lines out, leak test it, and release the refrigerant. The inspector passed the mechanical inspection, but said I also need a permit for the refrigerant side, which I cannot pull as a homeowner, I've learned. Is there anybody out there who can get one of these? Top dollar paid. Thanks
